THAT minutes of the Town of Minto October 5, 2021 Regular Council meeting be approved.

THAT Court of Revision be convened.

THAT the Town of Minto Council convenes into Committee of the Whole.

THAT Council of the Town of Minto provides Minto Minor Hockey with $14,800 in Covid Relief funding.

THAT Council receives the correspondence for information.

THAT Council of the Town of Minto receives the Planning Technician’s report regarding the Part Lot Control Exemption Application for 2626514 Ontario Inc. (Jeff Metzger) for property legally described as Lot 109 of Fuller & Watson’s Survey, in the former Town of Palmerston, with municipal addresses of 270, 280, 290 and 300 Boulton Street in the Town of Minto; and considers passing a By-law in open session.

THAT Council of the Town of Minto receives the Planning Technician’s report for Draft Plan of Subdivision 23T-20201 for MEX Developments Inc. and recommends the approval to the County of Wellington, subject to the conditions set out in ‘Schedule A.’ AND further, that Council of the Town of Minto endorses Draft Plan of Subdivision 23T-2021, with Town of Minto staff advising the County of Wellington of the Council’s decision.

THAT the Council of the Town of Minto recommends the County of Wellington Land Division Committee approve the Consent Application for B71/21 – J & K Agro Services Inc. and BJ & S Enterprises Inc. (McLaughlin), for land legally described as Concession 4, Part Lot 72, with a municipal address of 6167 5th Line, in the Town of Minto, and that the following conditions be considered: 1. THAT the owner/applicant satisfies all the requirements of the Town of Minto, financial and otherwise, which the Town of Minto may deem to be necessary for the proper and orderly development of the subject lands, including but not limited to, the payment of any monies owed to the Town of Minto, and that all accounts are in good standing; and further that the Town of Minto file with the Secretary-Treasurer of the Planning and Land Division Committee a letter of clearance of this condition. 2. THAT the owner/applicant obtains written confirmation, from the road authority with jurisdiction and to the satisfaction of the Town of Minto, that there is satisfactory access for both the severed and retained parcels; and further that the Town of Minto file with the Secretary-Treasurer of the Planning and Land Division Committee a letter of clearance of this condition. 3. THAT the owner/applicant supplies to the Town of Minto proof that a new Drainage Assessment Schedule has been approved to ensure the reapportionment of the applicable municipal drain(s) has been completed to satisfaction of the Town of Minto;

THAT Council of the Town of Minto receives the report from the Wastewater Services Manager and the Water Services Manager dated October 19, 2021 regarding “Addition to Complement – Two (2) Water / Wastewater Operators”; and further That Council of the Town of Minto approve the addition of two (2) Water / Wastewater Operators.

THAT Council of the Town of Minto receives the report from the Treasurer dated October 6, 2021 regarding “Request for Proposal #36-21 – External Audit Services”; THAT Council of the Town of Minto award Request for Proposal #36-21 – External Audit Services to RLB Professional Accountants at the total price of $84,750 excluding HST; THAT Council of the Town of Minto considers passing a By-law in regular session related to the appointment of RLB Chartered Professional Accountants as External Auditors for the years 2021-2023; and THAT Council of the Town of Minto authorize staff to extend this contract for up to two (2) years beyond the initial three (3) year term, based on performance.

THAT Council of the Town of Minto receives the Treasurer’s October 19, 2021, report regarding “Capital Budget Revisions and Long-Term Borrowing”; and THAT Council of the Town of Minto considers amending Schedule “C” of By-law 2020-84 in regular session; and further THAT Council of the Town of Minto authorize the Treasurer to proceed with debenture financing in the total amount of $5,160,000.

THAT the Committee of the Whole convenes into Regular Council

THAT the Council of the Town of Minto ratifies the motions made in the Committee of the Whole.

THAT By-law 2021-80; to appoint a Municipal Auditor for the term of 2021-2023; be read a first, second, third time and passed in open Council and sealed with the seal of the Corporation. _____________________________________________________________________________________________ October 19, 2021 Council Minutes 6

THAT By-law 2021-81; A by-law to amend By-law 2020-84 being a By-Law to adopt the estimates of all sums required during 2021 for purposes of the Municipality; be approved and read a first, second, third time and passed in open Council and sealed with the seal of the Corporation.

THAT Bylaw 2021-82; By-law to Exempt Part Lot Control for lands being Part 1 to 4, 61R- 22056, Lot 109, Fuller & Watson’s Survey, in the former Town of Palmerston, Town of Minto, under Section 50 (7.1) of the Planning Act, R.S.O. 1990, as amended; be approved and read a first, second, third time and passed in open Council and sealed with the seal of the Corporation.

THAT By-law 2021-83, To confirm actions of the Council of the Corporation of the Town of Minto respecting a meeting held October 19, 2021; be read a first, second, third time and passed in open Council and sealed with the seal of the Corporation.

THAT The Council of the Town of Minto adjourns to meet again at the call of the Mayor.

THAT George Bridge is hereby appointed as chair to the Court of Revision for Municipal Drain 69-2021.

THAT Court of Revisions will accept late appeals.
