THAT Council of the Town of Minto resume into open Council.

THAT The Council of the Town of Minto receives the report from the CAO regarding Personal Information About an Identifiable Individual AND FURTHER THAT Council will pass bylaws in Open session approving the recommended appointments.

THAT minutes of the Town of Minto March 22, 2022 Closed Session meeting and March 22, 2022 Regular Council meeting be approved.

THAT the Town of Minto Council convenes into Committee of the Whole.

THAT Council receives the correspondence as information.

THAT Council received the Parks and Recreation Advisory Committee Minutes of February 28, 2022 and approved any recommendations contained therein.

_____________________________________________________________________________________________ April 5, 2022 Council Minutes 6 THAT Council of the Town of Minto receives report CS 2022-02 regarding Information Technology Support Services; and THAT Council of the Town of Minto considers passing a By-law in open session authorizing the Mayor and Clerk to sign the Technical Support Services Agreement with the Township of Centre Wellington.

That Council of the Town of Minto receives report EC DEV 2022-06 regarding the development covenant extension to McLellan Industries Ltd. And approves a three-month extension (June 22, 2022).

THAT Council of the Town of Minto receives the Planning Technician’s report and approves the Site Plan prepared by Nelson Dawley, P.Eng. for Domm Construction Ltd., as recommended by Town of Minto Staff and the Town of Minto’s Engineer. AND further, that Council considers passing a By-law in regular session authorizing the Mayor and Clerk to sign documents related to the Site Plan Approval application.

THAT Council of the Town of Minto receives the Planning Technician’s report and approves the Site Plan prepared by Moorefield Excavating, as recommended by Town Staff and its Engineer. AND further, that the owner executes with the Town of Minto a Site Plan Agreement requiring completion of the works one year from the issuance of the Occupancy Permit of the final unit; AND further, that the owner executes with the Town of Minto a Servicing Finance Agreement pertaining to the cost-sharing of the works; _____________________________________________________________________________________________ April 5, 2022 Council Minutes 7 AND further, that Council considers passing a By-law in regular session authorizing the Mayor and Clerk to sign the Site Plan Agreement.

THAT Council receives the report regarding 2021 Year in Review and 2022 Year to Date Statistics as information.

THAT Council receives the March 2022 report from the Treasurer and Revenue Coordinator regarding Assessment Adjustments and that these adjustments be approved.

THAT Council receives the March 2022 report from the Treasurer and Revenue Coordinator regarding Section 357 Applications and that these adjustments be approved.

THAT the Committee of the Whole convenes into Regular Council.

THAT the Council of the Town of Minto ratifies the motions made in the Committee of the Whole.

THAT By-law 2022-26; To authorize the execution of an agreement for Managed Services between the Corporation of the Town of Minto and The Corporation of the Township of Centre Wellington; be read a first, second, third time and passed in open Council and sealed with the seal of the Corporation.

THAT By-law 2022-27; To amend Zoning By-law 01-86 as amended by rezoning Lots 1, 2 & 3, northeast side of Queen St, Harriston, Town of Minto; be read a first, second, third time and passed in open Council and sealed with the seal of the Corporation.

THAT By-law 2022-29; By-law to Appoint Interim Chief Administrative Officers for the Corporation of the Town of Minto; be read a first, second, third time and passed in open Council and sealed with the seal of the Corporation.

THAT By-law 2022-30; To appoint a Deputy Clerk for the Corporation of the Town of Minto; be read a first, second, third time and passed in open Council and sealed with the seal of the Corporation.

THAT By-law 2022-32; to Authorize the Execution of a Service Financing Agreement between the Corporation of the Town of Minto and Mex Developments Inc.; be read a first, second, third time and passed in open Council and sealed with the seal of the Corporation.

THAT By-law 2022-32; to Authorize the Execution of a Site Plan Agreement with Mex Developments Inc. for proposed development on 108 Queen Street North; be read a first, second, third time and passed in open Council and sealed with the seal of the Corporation.
