THAT minutes of the Town of Minto March 3, 2026 Regular Council meeting be approved.

THAT the Town of Minto Council convenes into Committee of the Whole.

THAT the Council of the Town of Minto receive Report PW 2026-007 regarding the Engineer’s Report for the improvement of Municipal Drain No. 19 prepared by the Drainage Superintendent for information purposes; AND FURTHER THAT Municipal Drain No. 19 Engineer’s Report prepared by Spriet Associates, dated February 10th, 2026, be received and provisionally adopted by Council through first and second reading of the related provisional by-law; and AND FURTHER THAT the Court of Revision for Municipal Drain No. 19 be scheduled for Tuesday, April 7th, 2026 at 3:00 p.m. in Council Chambers.

THAT Council of the Town of Minto direct Treasurer Duff to bring a report and recommendation for the requested funding for the Youth Unlimited/YFC Minto request for donation to the April 7th Council meeting.

THAT Council receives the correspondence as information.

THAT Council receives report CS 2026-001, regarding the Community Services 2025 Year in Review, prepared by the Director of Community Services as information.

THAT Council receives report BLDG 2026-001, regarding the Building, Planning and By-law 2025 Year in Review, prepared by the Director of Building and Planning Services as information.

THAT the Council of the Town of Minto hereby receives Report PW-2026-008 Municipal Drain _____________________________________________________________________________________________ March 17, 2026 Council Minutes 4 Maintenance Assessments, prepared by the Drainage Superintendent, for information purposes; AND FURTHER THAT the Council of the Town of Minto considers passage of the associated Assessment By-law to recover the costs of municipal drain maintenance completed in accordance with Section 74 of the Drainage Act.

THAT the Council of the Town of Minto hereby receives report PW 2206-009, 2025 Source Water Protection Annual Report, prepared by the Risk Management Official, for information purposes.

THAT the Council of the Town of Minto hereby receive report PW 2026-010, Appointment for Risk Management Inspector / Alternate Risk Management Official, prepared by the Risk Management Official, for information purposes; AND FURTHER THAT the Council of the Town of Minto considers the passing of By-law 2026- 015 in open session.

THAT the Council of the Town of Minto hereby receives Report PW 2026-011 2025 Drinking Water System Annual and Summary Reports, prepared by the QMS Representative, for information purposes; AND FURTHER THAT the Council of the Town of Minto approves the 2025 Drinking Water System Annual and Summary Reports including, Clifford Drinking Water System, Harriston Drinking Water System, Palmerston Drinking Water System, and Minto Pines Subdivision Drinking Water System; AND FURTHER THAT individual members of Council, the Chief Administrative Officer, and Clerk sign the respective reports as stewards of the water infrastructure.

THAT the Council of the Town of Minto hereby receives report PW 2026-012 2025 Bulk Water Taking Annual Summary, prepared by the Water Services Manager, for information purposes.

THAT Council receives report PW 2026-013, regarding the Public Works 2025 Year in Review, prepared by the Manager of Roads and Drainage, the Manager of Water Services, and the Manager of Wastewater Services as information.

THAT the Council of the Town of Minto hereby receives report FIN 2026-009 2025 Council Remuneration, prepared by the Treasurer, for information purposes.

THAT Council receives report FIN 2026-010, regarding the Finance 2025 Year in Review, prepared by the Treasurer as information.

THAT the Committee of the Whole convenes into Regular Council.

THAT the Council of the Town of Minto ratifies the motions made in the Committee of the Whole.

THAT By-law 2026-014 and 2026-015 be approved and read a first, second, third time and passed in Open Council and sealed with the seal of the Corporation.

THAT By-law 2026-016; To confirm actions of the Council of the Corporation of the Town of Minto respecting a meeting held March 17, 2026; be read a first, second, third time and passed in open Council and sealed with the seal of the Corporation.

THAT The Council of the Town of Minto adjourns to meet again at the call of the Mayor.
